Is there any way to serialize the editors current content including strokes and text i.e. to save it to a database and init a new editor with this content later on?

Currently, the first question we have is the reason you want to store the strokes? Indeed, you could just export as text, store the export string and later import it: https://developer.myscript.com/docs/interactive-ink/1.3/web/myscriptjs/import-and-export/
This is likely to match your use-case.
Otherwise, the other solution is that you store by yourself the strokes, and later add these to the editor in batch mode: https://developer.myscript.com/docs/concepts/batch-mode/
