If a jpg image is placed on the diagram, can I write characters on the image?

thank you for your question.
To answer it, when adding a block, it cannot overlap with another one.
As an image is a block, such as is a Text or Math block, you then understand it cannot overlap with a text block. You then understand your use-case, writing on an image block, is not possible.
